Fulbright, DAAD & Fulbright-Hays Programs

The Office of Graduate Studies (OGS) administers the following annual award programs for graduate students:

1. Fulbright U.S. Student Program
2. Fulbright-Hays Doctoral Dissertation Research Abroad Program
3. DAAD Graduate Scholarships for Study/Research in Germany

General information about each of the programs is provided below. Please note that each program has an internal UCSD deadline, which is usually in late September to early October (early Fall Quarter). An official e-mail announcement will be sent out once the call for applications has been released. At this time you will be advised of the internal UCSD deadline date. Fulbright U.S. Student Program

The United States Congress created the Fulbright Program in 1946 to foster mutual understanding among nations through educational and cultural exchange. Since the establishment of the Program, over 85,000 students from the United States and 146,000 students from other countries have benefited from the Fulbright experience. The U.S. Student Program awards approximately 1,000 grants annually and currently operates in over 140 countries worldwide.

The Fulbright U.S. Student Program is designed to give recent B.S./B.A. graduates, master’s and doctoral candidates, and young professionals and artists opportunities for personal development and international experience. Most grantees plan their own programs. Projects may include university coursework, independent library or field research, classes in a music conservatory or art school, special projects in the social or life sciences, or a combination thereof. Recent scholarship projects have included cancer research in the UK, free market development in Mauritius, women’s rights in Chile and contemporary artistic expression in India.

Along with opportunities for intellectual, professional, and artistic growth, the Fulbright Program offers valuable opportunities to meet and work with people of the host country, sharing daily life as well as professional and creative insights. The program promotes cross-cultural interaction and mutual understanding through engagement in the community and on a person-to-person basis in an atmosphere of openness, academic integrity, and intellectual freedom. The best way to appreciate others’ viewpoints, their beliefs, the way they think, and the way they do things, is to interact with them directly on an individual basis—work with them, live with them, teach with them, learn with them, and learn from them.

The Bureau of Education and Cultural Affairs of the Department of State, under the policy guidelines established by the J. Williams Fulbright Foreign Scholarship Board (FSB) and in cooperation with bi-national Fulbright Commissions And Foundations and Public Affairs Section of U.S. Embassies abroad, sponsors the Program.

The Institute of International Education (IIE) coordinates the activities relevant to the U.S. Student Program and conducts an annual competition for the scholarships, most of which are for one academic year of study or research.

Fulbright-Hays Doctoral Dissertation Research Abroad (DDRA) Program

The Fulbright-Hays Doctoral Dissertation Research Abroad (DDRA) Program provides opportunities for graduate students to engage in full-time dissertation research abroad in modern foreign languages and area studies for periods of 6 to 12 months.

A student is eligible to receive a fellowship if he or she is (1) a citizen or national of the United States or is a permanent resident of the United States, (2) is a graduate student in good standing at an institution of higher education in the United States who, when the fellowship begins, is admitted to candidacy in a doctoral program in modern foreign languages and area studies at that institution, (3) is planning a teaching career in the United States upon graduation, and (4) possesses adequate skills in the language(s) necessary to carry out the dissertation project.

Awardees of the Fulbright-Hays Doctoral Dissertation Research Abroad (DDRA) Program shall (1) maintain satisfactory progress in the conduct of his or her research, (2) devote full time to research on the approved topic, (3) not engage in any gainful employment during the fellowship period, and (4) remain a student in good standing at his or her institution. The award covers (a) travel expenses, including excess baggage to and from the residence of the fellow to the host country of research, (b) maintenance and dependents allowances based on the cost of living in country(ies) of research for the fellow and his or her dependent(s), (c) project allowance for research related expenses such as books, copying, tuition and affiliation fees, local travel and other incidental expenses, (d) Health and accident insurance premiums, and (e) $100.00 administrative fee to applicant institution.

DAAD Graduate Scholarships for Study/Research in Germany

The German Academic Exchange Service (DAAD) offers Graduate Scholarships to highly qualified graduate students, Ph.D. candidates and post-doctoral researchers for study and/or research at universities or institutes in the Federal Republic of Germany.

This scholarship provides funds for study and/or research in Germany for 1 to 10 months. The scholarship is open to graduate students pursuing their masters or doctorate for study and/or research prior to completing their degree. Students are particularly encouraged to apply for support to participate in a Masters program in Germany.

Applicants must be United States or Canadian citizens enrolled full-time in a degree program at an accredited US or Canadian university. Foreign nationals may be able to apply if they have been full-time graduate students at an accredited US or Canadian university for more than one academic year at the time of application. All foreign nationals must contact DAAD New York before applying to determine their eligibility status. Applicants must have a well-defined study or research project that makes a stay in the Federal Republic of Germany essential. Preference will be given to applicants who have been invited by a faculty member at a German university to study or do research in a particular department, institute or laboratory. Applicants in all academic fields except dentistry, medicine, pharmacy and veterinary medicine are welcome to apply. Applicants in the arts, humanities and social sciences should have a good command of German.

DAAD provides each scholarship recipient with a lump sum between € 520 and € 1,022.60, depending on the length of the scholarship and the departure location to help defray travel expenses to and from Germany. They also receive a monthly stipend ranging from € 795 to € 975 depending on the level of academic advancement. Additionally, DAAD pays the costs of health, accident and liability insurance with a German insurance company, € 11 per month to be paid by the scholarship holder. Grantees are expected to return to the United States or Canada at the expiration of the scholarship period.
