As with the Time to Doctorate policy, normative time varies by department. Students should consult their graduate coordinator for the department's normative time.

The In-Candidacy Fee Grant is paid for those students who have advanced to doctoral candidacy and are within their Normative Time Limit.

Note: Students whose fees are paid from non-University fellowships, traineeships or grants are not eligible for ICFG. In addition, students who are hired as Teaching Assistants at a minimum of 25% will have their Educational Fee paid by TAFE.

Effective July 1, 2006, the ICFG will be awarded at the discretion of the graduate department/program from graduate department/program funds.

Only students who meet the following criteria will be eligible for an ICFG awarded by OGS:
1. Student commenced graduate studies at UCSD prior to July 1, 2006.
2. Student is self-supporting; student does not have merit-based fellowships or academic employment.
3. Student has advanced to candidacy and has not yet reached normative time.

Upon advancement, the student takes the completed Report of the Qualifying Examination and Advancement to Candidacy form to the Cashiers Office, pays the $90 advancement to candidacy fee, and files the form with OGS. Advancement is effective on the filing date with OGS or in the next quarter of enrollment if the student is not enrolled or if it is between quarters. Eligibility for the ICFG begins in the quarter following advancement to candidacy; students who advance on or before the first day of instruction in a given quarter are eligible for the ICFG in that quarter. The fee reduction will be assessed via OGS action.

The only extension to the ICFG or to Normative Time is for approved leave of absence up to three quarters maximum. Otherwise, neither ICFG nor Normative Time will be extended.
